Its the same with almost EVERY outfit in this game. Its important, but regeneration rate is only one metric used to determine a shield generators efficiency. Its a HUGE mistake to say the only thing that matters is regeneration rate. When in combat this means you are faced with a choice to run to recharge shields or try to fight through the hull damage and hope for the best. Your smallest shield may be able to charge while your medium one can't quite, and a large one definitely wouldn't. One thing about stacking shields is that the power demands are both smaller, and separate. If its the ONLY one you have and you are in combat and maxxing out your energy usage to the point where your quantum shield generator doesn't have the power to charge your shields that 120 outfit space is a waste and your ship will still blow up. You have to consider the energy demands from that Shield Generator though. High regen rate stops weaker weapons from even being able to damage your shields at all. That's why Quantum Shields are the best, despite taking up 120 outfit space- they have an incredibly high regeneration rate.
